Pre-heat oven to 400 degrees Fahrenheit. Spray oil in the bottom and sides of a 9 X 13 Pan.
Place the chicken skin side down in the pan. Pour the water in the pan. Sprinkle with 1/2 the pepper and seasoned salt. Bake for 40 minutes uncovered.
Turn the chicken and sprinkle the rest of the pepper and seasoned salt. Continue baking uncovered until the chicken registers 165 degrees on a meat thermometer. Approximately 50 minutes. The skin should be golden and crispy. Enjoy
